In connection with the construction of a tunnel in soil underneath buildings in the Møllenberg district in Trondheim, the Norwegian Public Roads Administration will test the new procurement procedure "competitive dialogue".
"Competitive dialogue" is a procurement procedure governed by the Regulations relating to public acquisitions, and may be relevant when awarding particularly complex projects. This is the first time the Norwegian Public Roads Administration will use "Competitive dialogue" as its procurement procedure. Therefore, this work has pilot project status, where the objective is to develop guidelines for the use of this procurement procedure, as well as for carrying out the construction work.
The project is pending approval from the Norwegian Parliament.
The E6 Trondheim-Stjørdal highway project held an information seminar on October 9th, 2008, about the project itself, upcoming contracts and about the procurement procedure "competitive dialogue".
