The Norwegian Roads Administration (NPRA) has been given a special responsibility for initiatives to increase cycling in towns and cities and for increasing the general knowledge about how to accomodate for cycling as an effective and health-bringing means of transport. NPRA also initiate research and development within the field.

NPRA has five administrative regions, each with one cycling co-ordinator, and there are cycling contacts in each of the 30 road districts.

There is a Cycle City Network in Norway where membership for the municipalities is free. NPRA runs this with the Norwegian Cyclists' Association as secretariat. This network arrange study trips, courses and conferences, send out newsletter etc.
