PPP-projects in Norway

The Storting (Norwegian Parliament) considered the National Transportation Plan for the period 2002-2011 in February 2001, and decided that three road projects were to be implemented as pilot projects based on a Public Private Partnership model.

The three projects are: E39 Klett-Bårdshaug, E39 Lyngdal-Flekkefjord and E18 Grimstad-Kristiansand.

In the PPP Model the selected PPP Company is given the full responsibility for designing, constructing, building, financing and operating a road section on behalf of the State for 20-30 years. Norwegian Public Roads Administration is responsible for planning and the impact assessment of the project, and is also controlling the quality and performance of the road service.

The operating period starts when the road is opened, and the PPP Company will be paid an annual compensation during the 20-25 year operating period. The payment is based on the incentives and performance against a number of pre-defined criteria incorporated in the payment mechanism in the PPP Contract.
