The approved Proposition to the Norwegian Parliament
The project
E18 Grimstad-Kristiansand is the third pilot project based on a PPP Model in the road sector in Norway.
E18 between Grimstad and Kristiansand is a part of the trunk road from Oslo to Kristiansand. This part of the E18 form an important part of the transport corridor between Southern Norway and the Continent as well as an important connection for heavy and light traffic between the cities in this part of the country.
The project has an investment element including about 40 km new four lanes road between Grimstad and Kristiansand, and an operation period of about 25 years. The development shall be based on approved area development plans from the municipalities of Grimstad, Lillesand and Kristiansand. The annual average daily traffic (AADT) is about 10 000 vehicles/day, and the traffic in July is about 60 % higher than the AADT.
