Baltic countries
The Norwegian Public Roads Administration cooperates with the Baltic countries – Estonia, Latvia and Lithuania – through the Nordic Road Association (NVF). Joint seminars serve as an arena for the exchange of knowledge and experience between the NVF and the Baltic Road Association.
Minnesota/USA
The Norwegian Public Roads Administration and the Minnesota Department of Transportation have signed a Memorandum of Understanding for the exchange of knowledge and experience, particularly within road technology. This agreement allows for short-term personnel exchanges or study tours.

Botswana
Collaboration with the Roads Department in Botswana focuses on methods of road construction and developments within pavements, emphasising the use of Botswana’s characteristic geological materials. The Norwegian Public Roads Administration also participates in the preparation of handbooks on road construction and maintenance and road specifications.
Kenya
In collaboration with the road authorities in Kenya, the Norwegian Public Roads Administration is conducting a study of pavements laid in the 1980s. This study is financed by NORAD. During the 1980s a Norwegian-funded project was launched to test low-cost pavements on roads with low traffic volumes. This project was broken off when diplomatic relations between Norway and Kenya were severed in 1990. The current study is investigating the condition of these stretches of roads after more than 20 years. The results will be used in refining pavement specifications for low-volume roads.
Tanzania
Until 2010 the Norwegian Public Roads Administration had institutional cooperation with the road authorities in Tanzania with funding from NORAD. Currently the Norwegian Public Roads Administration is assisting the Tanzania National Roads Agency (TANROADS) in the concluding stages of work on road specifications and bridge management.

Zambia
The Norwegian Public Roads Administration cooperates with the Road Development Agency in Zambia on axle load enforcement and bridges. The axle load enforcement project has involved development and training in the implementation of regulations and guidelines for heavy vehicles and the building of weigh stations, with an emphasis on measures to reduce corruption. Within the bridge sector, collaboration is concentrated on bridge inspections and capacity rating.
