urgent issues
This session concentrates on different areas of road research according
to the issues considered urgent and important in the Nordic countries at
the present.

Tunnel safety has been questioned after the many big tunnel accidents in
Central Europe. Ulf Lindström’s presentation covers tunnel safety issues.
M
ost of these research and devel-
opment projects are undertaken
together with some or all Nordic
countries. This is exactly how it
is supposed to be and the whole essence of
the NVF.
Keyissue.
Roadmaintenance and the costs of
pavements and their performance is the key
issue in all Nordic countries. This is the sub-
ject of Susanne Balzer’s presentation. Cost-
effective repavement practices require good
models for the behaviour of road surfaces.
This is the motivation for developing perfor-
mance models for maintenance planning.
The project produces performance models to
be used in the Nordic countries in the future.
These are based on the Swedish long-term
pavement performance program.
Standardize.
All of the Nordic countries are
participating in the NorSIKT project (Nordic
System for Intelligent Classification of Traf-
fic), whose aim is to standardize the system
for classification of motor vehicles in all Nor-
dic countries. By means of this standardisa-
tion the costs of the measuring equipment
for road data collecting and monitoring can
be reduced and a common Nordic market for
manufacturing of equipment can be created.
The project reviews the methods used in the
Nordic countries and develops a common
classification of the different types of prop-
erties like vehicle length, weight, number
of axles, type of fuel etc. Each country can
then adopt the classification best suitable for
its own needs. The presentation is given by
Torgeir Vaa.
Highcosts.
Ulf Lindström’s presentation cov-
ers tunnel safety issues. Tunnel safety has
been questioned after the many big tunnel
accidents in Central Europe and as a result
the European Union has ordered directive
measures. Now the Nordic countries also
have to implement these new directives. The
very high total costs (40 million €) of the Eu-
ropean project reflect the importance of the
issue on the European level. The Nordic road
administrations have discussed the strate-
gies for selecting the most important and the
most relevant results for their own use. The
purpose of the project is to identify and to pri-
oritise their own needs for improving tunnel
safety in the Nordic countries.
Database.
The ETSI project (Bridge with an
appropriate life cycle), presented by Matti
Piispanen, aims at clarifying the different
aspects of planning the bridge life cycle.
The project develops tools to improve the
cost evaluation of the different phases of the
