Technical requirements / approval
When a vehicle is registered for the first time in Norway, documentation must be provided to show that the vehicle complies with mandatory Norwegian technical requirements for vehicles. This can be done by documenting that the vehicle has been type approved or by having the vehicle undergo Individual Vehicle Approval.
A newly manufactured vehicle which has been type approved in accordance with EU standards (ECWVTA) and is being imported by private individuals must be presented for an identity check, and a Certificate of Conformity (CoC) must be submitted. This document is issued by the vehicle manufacturer for vehicles that have been type approved. Note! A CoC document is valid for a specific chassis number.
Individual Vehicle Approval of a newly manufactured vehicle
For vehicles that have not been type approved in accordance with EU standards, documentation of compliance with mandatory Norwegian technical requirements must be submitted.

Registration of vehicles that have been awarded type approval in accordance with EU standards requires that you submit documentation showing compliance with the EU Type Approval in question, unless this is clearly marked on the vehicle. Alternatively, documentation can be submitted to prove that the vehicle complies with the technical requirements stipulated by the Norwegian Regulations. New vehicles and their trailers (categories M1-M3, N1-N3 and O1-O4) shall with effect from 15. September 2012 be approved in accordance with Norwegian Regulation on Approval of Vehicles and their trailers of 5 July 2012, no. 817 (godkjenningsforskriften). Vehicles and their trailers registered before 15. September 2012 together with all other categories of vehicles shall still be approved in accordance with Norwegian Regulation on Technical Requirements and Approval of Vehicles of 4 October 1994, no. 918 (kjøretøyforskriften).
Exempt from these rules are vehicles covered by Sections 1-15 of kjøretøyforskriften / Sections 9 and 10 of godkjenningsforskriften (vehicles from EEA countries or the United States). These vehicles must be documented as complying with all the requirements that were in effect in the country from which they are being imported at the time of initial registration or approval in that country.
If the vehicle has previously been registered in another country, all parts of the foreign vehicle registration certificate must be handed in.
