Access under the Freedom of Information Act

You have the right to search for and request access to documents published in eInnsyn. As a user of the facility, you can openly search the records and request access to documents that are not published in full text - completely anonymously and free of charge. 

The Norwegian Public Roads Administration (NPRA) has postal journals in eInnsyn dating back to 27 March 2012. 

The postal journal includes the six divisions of the NPRA and the Directorate of Public Roads. The Directorate of Public Roads is a separate level of administration. Documents exchanged between the divisions and the Directorate appear in the postal journal as internal documents, but are not considered internal documents pursuant to Section 14 of the Freedom of Information Act (Lovdata). For the time being, the sender/recipient of some of these is not visible in the postal journal. This is due to the technical solution chosen by the Norwegian Digitalisation Agency (Digdir). The eInnsyn facility is owned by Digdir.

Your right to appeal 

If you wish to appeal against a denied request for access, the  Directorate of Public Roads is the appellate instance. For cases belonging to the Directorate of Public Roads, the Ministry of Transport and Communications is the appellate instance.
