The project is a collaboration between the Norwegian Public Roads Administration and Bane NOR, and includes the construction of the E16 and the railway between Arna and Stanghelle.
The current road and railway between Arna and Stanghelle are of low standard, are prone to landslides and cause many delays. The new solution will ensure faster, safer and more reliable transport for both passengers and goods.

The joint Project Arna-Stanghelle is an ambitious initiative that integrates both road and railway infrastructure. Construction is set to begin in 2026.
Behind the project is The Norwegian Public Roads Administration (NPRA) and Bane NOR, the state-owned company responsible for the national railway infrastructure.
This project encompasses a total of 80 kilometers of road and railway tunnels, junction ramp tubes, evacuation tunnels, and temporary crosscut tunnels, making it a true megaproject and a unique endeavour in Norway. Located on the western coast of Norway, near Bergen, it forms a crucial part of the main corridor between Oslo and Bergen.
The Joint Project Arna-Stanghelle has pioneered innovative solutions, including a closed system for depositing waste rock from the tunnels and a shared evacuation system for both road and rail tunnels.
