Access services via Altinn
You can use services provided by the Norwegian Public Roads Administration on behalf of an enterprise.
This requires that you have been given access to these services in Altinn.
There will be changes to how you manage authorisations and access rights when Altinn upgrades from the old version to a new one.
What will be new?
- Services from the Norwegian Public Roads Administration (NPRA) will have new names.
- Altinn roles are replaced by access packages, which must be delegated the way you used to delegate roles.
- Delegation of single services must be redone.
Access on behalf of an enterprise
The enterprise itself needs to manage and maintain authorisations in Altinn for employees who are to have authorisations. The Norwegian Public Roads Administration cannot change authorisations stored in the Altinn system or retrieve lists of these.
Find an overview of current users with delegated access
If you have the role of Access Manager or Main Administrator in Altinn, you can download a list of all users with delegated access in your organisation.
You will receive a ZIP file containing two CSV files (to be opened in Excel):
- a file containing all delegated single services
- a file containing all delegated roles

- Log in to altinn.no.
- Select the correct enterprise.
- Go to Profile (at the top of the menu).
- Select Others with rights to the organization.
- Click Download to file.
Authorise access
If you are the general manager, chair of the board or otherwise hold the role of Access manager in Altinn, you may authorise employees or others to act on behalf of the enterprise. In the course of 2026 it will be possible to grant authorisation to an increasing number of single services and access packages in the new Altinn facility.
New access packages
The new Altinn facility has access packages that will give an employee access to multiple related single services grouped together. Currently, there are three access packages that combine authorisations for services provided by the Norwegian Public Roads Administration.
These single services are included in the access package called "Vehicles":
- Deregistration and re-registration
- Digital temporary permit for trade plates
- List of vehicles
- Change of ownership and notification of sale
- First-time registration in Autosys kjøretøy bransjeløsning
- Approve ownership
- Order registration plates series in "Autosys kjøretøy bransjeløsning"
- View number plate receipts
- Order number plates
- View receipts for personalised number plates
- Personalised number plates
- View receipts for temporary number plates
- Order temporary number plates
- Book vehicle tests and apply for approval
- Lessee
- Registration of vehicles to a new owner in "Autosys kjøretøy bransjeløsning"
- Vehicle searches
- Paid vehicle searches
- Order Vehicle Registration Certificate
- Register for parking permits for mobility-impaired drivers (HC-register)
- Parkeringsregisteret
- Reporting the results after periodic roadworthiness tests and OBFCM data, and follow-up of testing activities
- Reporting completed training for inspectors performing periodic roadworthiness tests
- Document repairs of extensive damage to vehicles and find previously reported documentation
- Apply for and manage approvals for workshops or testing centres
- The transport company’s risk classification
- Overview of disposable vehicles in the license register
- Traffic data administrator
- Traffic data information access (data regarding speed)
These single services are included in the access package called "Road Users":
- Check driving licence information
- Digital driving licence
- Register for parking permits for mobility-impaired drivers (HC-register)
- Parkeringsregisteret

- Task developer - theory tests - ETEORI
- Translator - theory tests - ETEORI
