As a manufacturer or importer, you can apply to register end-of-series vehicles in Norway.

The exemption provision for mopeds and motorcycles is limited both in terms of time and quantity.

This applies to mopeds and motorcycles with two wheels (L1 and L3), three wheels (L2 and L5), or four wheels (L6 and L7), as well as to motorcycles with a sidecar (L4).

An application must be made to register end-of-series vehicles if the vehicle has an EC type approval that is expiring because new requirements are coming into force and the vehicle is in storage in the EU/EEA area.

Apply to register end-of-series vehicles

As a manufacturer or importer, you can apply to register end-of-series vehicles. Such applications should be sent to:  

The application must contain:

  • What type(s) of vehicle(s) the application covers
  • The number of vehicles you are applying to register, with a list of Vehicle Identification Numbers (chassis numbers)
  • Type approval number
  • Reference to new requirements or directives that have turned these vehicles into end-of-series vehicles
  • Overview of the number of vehicles of the same type(s) registered in the preceding two calendar years or the preceding 24 months.

The exemption provision

The exemption provision for mopeds and motorcycles (L) is limited both in terms of time and quantity.

Time limit

The exemption is limited to a period of 24 months for complete vehicles. This means that if an application to register end-of-series vehicles is granted, the vehicles must be registered within 24 months of the new requirement taking effect. For completed vehicles, the deadline is 30 months. It is Article 44 of Regulation (EU) No. 168/2013 that sets out these limitations.

Quantity limit

The number of end-of-series vehicles may not exceed 10 % of the number of vehicles registered in the two preceding years or 100 vehicles, whichever is higher.
