Diplomatic vehicle registration
Diplomatic missions and their administrative and technical staff, diplomatic agents, and consular officers may register vehicles with CD number plates.
Diplomatic vehicle registration is subject to the following restrictions:
- The mission may register such number of vehicles as is reasonable in relation to its size, as determined by the Ministry of Foreign Affairs.
- Diplomatic agents may register one vehicle at a time, or two vehicles if the member in question is accompanied by a spouse, partner or cohabitant.
- Members of the administrative and technical staff may register a total of one vehicle during their tour of duty in Norway.
Approval of imported vehicles
An imported vehicle must be approved by the Norwegian Public Roads Administration (NPRA) before it can be registered as a diplomatic vehicle.
Test sessions for an individual approval of vehicles must be booked in advance. All necessary documentation must be brought to the test session. You book the vehicle test at Risløkka Driver and Vehicle Licensing Office (trafikkstasjon) in order to complete the registration after the vehicle is approved. If you have a Norwegian ID number, you can log in and book the vehicle test.

Registration of approved vehicles
Vehicles can be registered at Risløkka Driver and Vehicle Licensing Office (trafikkstasjon). An appointment for registration must be booked in advance.
All necessary documentation must be brought to the appointment, including, but not limited to,
- valid ID
- ID card issued by the Norwegian Ministry of Foreign Affairs (regjeringen.no)
- either "Application for duty-free import" or letter signed by the Head of Mission confirming the application and name and position of applicant
End of the owner's tour of duty
Unless the vehicle is transferred to a new owner at the same mission, the CD number plates will need to be returned to the NPRA at the end of the owner's tour of duty in Norway.
