Information about applying for an operator’s licence
It is important to read the information on this page about the documentation and expertise required to obtain an operator’s licence.
It is only possible to apply for a transport licence in Norwegian.
Enter the correct address in the Brønnøysund Register Centre
Operator's licences are sent to the postal address registered in the Brønnøysund Register Centre. If a personal postal address is not registered, it will be sent to the company’s address. The enterprise is responsible for ensuring that all information in the Brønnøysund registers is correct.
Before you apply
It is important that all documentation is correct and up to date.
Operator’s licence guarantee
The guarantee statement must be received and processed by the Norwegian Public Roads Administration before you can apply.
Requirements applying to transport managers
If the transport manager has not already passed the operator’s licence test for goods vehicles and coach transport or is not managing active licences in the same category, the enterprise must apply for professional approval of the transport manager. This must be in place before you can apply for a Community licence.
Certificates and documentation
Police certificate of conduct
Police certificates are required for the enterprise (both sole proprietorships and limited companies), Managing Director, transport manager and Chair of the Board. You can apply for police certificates on the Police's own website. There you can also read more about what information the police certificate contains. The police certificate must be enclosed with your application.
If the enterprise has any comments to add, these should also be uploaded.
Tax certificates
You can order a tax certificate for your enterprise on the Norwegian Tax Administration's own pages.
If the certificate for tax and duties shows that the enterprise has overdue but unpaid arrears, a copy of any payment agreement with the Tax Administration must be submitted if applicable.
Affiliation to the enterprise
Documentation of the transport manager's affiliation to the company is required if the person concerned is not registered in the Brønnøysund Register Centre or the Aa Register in connection with the enterprise. An employment contract is an example of such documentation.

Expected processing time is 2-4 weeks.
Payment
We encourage all enterprises to use the EHF format for invoicing to save time, as this is an efficient way to receive invoices. If the enterprise is not an EHF user, the invoice will be sent by email or by post to the postal address provided by the enterprise.
Issuance of licence documents
Once we have registered the payment in our system, the licence documents will be issued and sent by post to the postal address that the enterprise has entered in the Brønnøysund Register Centre.
