Access services via Altinn

You can use services provided by the NPRA on behalf of an enterprise. This requires that you have been given access to these services in Altinn.

As from 17 November, old Altinn access rights will no longer work. Ensure necessary authorisation before this, for continued access to services and mail.

Final changes for post

The roles that are being discontinued are:

Mail/Archive (role in the old Altinn), Reporter/sender (role in the old Altinn) and Road
Transport (access package in new Altinn).
The access package “Regular mail to business” authorises the holder to read all types of letters from the Norwegian Public Roads Administration (NPRA), including mail from several other government agencies.

There are multiple single services for granting authorisation (power of attorney) to read letters from the NPRA.

Final changes for Maskinporten

In Altinn, enterprises can delegate/grant access to scopes they themselves have access to via Maskinporten, to suppliers they choose to share data with.

For an employee to be able to do this, in the old Altinn it was necessary to have the authorisation/role «Application Programming Interface (API)”. This role will now be discontinued and replaced by the new access package “Delegable Maskinporten scopes”.

The employee needs both the access package “Maskinporten administrator” and the access package “Delegable Maskinporten scopes” to be able to grant a supplier access.

Grant or receive access rights

The enterprise itself needs to manage and maintain authorisations (powers of attorney) in Altinn for employees who are to have such authorisations. The NPRA cannot change authorisations stored in the Altinn system or retrieve lists of these.

For managers - authorise access (give power of attorney)

If you are the general manager, chair of the board or otherwise hold the role of Access manager in Altinn, you may authorise employees or others to act on behalf of the enterprise.

Employees who already have one single service or access package can request new single services. Someone with the role of Access manager in the enterprise must approve the request.

Enterprises with multiple organisation numbers

An enterprise that has sub-entities has multiple organisation numbers. Please note that if you grant authorisations concerning the main entity, the authorisation will also apply to all sub-entities.

For employees – request authorization (power of attorney)

If you already hold at least one authorisation on behalf of the enterprise from before, you can create a request in Altinn for new single services at the enterprise. It is the general manager, chair of the board or others with the role of Access manager in Altinn who will need to approve your request.

Single services and access packages

The new Altinn has access packages that will give an employee access to multiple related single services grouped together. Several of the services are linked to the NPRA. Please note that when you authorise someone to use an access package, the user will also gain access to services that are added to the package in the future. Therefore, it is important to consider carefully when to grant authorisations for access packages, and when single services are more appropriate.

There are many access packages in the new Altinn. Here are the access packages that contain multiple single services from the NPRA:

There are multiple single services that can be used to grant authorisation (power of attorney) to read letters from the Norwegian Public Roads Administration (NPRA).
