1. When you have completed the Basic Traffic Course, you will be issued a learner’s permit which gives you the right to practise driving.

    How to take the Basic Traffic Course

    You can take the Basic Traffic Course at a driving school or as an elective in lower secondary school. You must be at least 15 years old to take the course at a driving school. The course consists of 17 hours of instruction, practical course work, and classroom discussions.

    If you are over 25

    If you have turned 25, you are exempt from the Basic Traffic Course, but you need to take the modules  “Road users in the dark” (night driving) and “First aid and responsibilities in the event of a traffic accident”. You do not need a learner’s permit to practise driving.

    What you will learn

    The Basic Traffic Course will give you a basic understanding of what it means to be a driver. These topics will be covered:

    • Driver training and traffic awareness
    • Traffic and the driver’s role
    • Interaction and human factors in traffic
    • Driver training, driving practice and driving experience
    • First aid and responsibilities in the event of a traffic accident
    • Procedures in the event of a traffic accident
    • Road users in the dark (night driving)

    Special note regarding “Road users in the dark”

    Between 16 March and 31 October, it is not dark enough to carry out the night driving module. You need to complete this module in order to practise driving between 1 November and 15 March.

    If you take your driving test between 16 March and 31 October, you can take the night driving module after you have taken the driven test.

  2. At this step you learn the basics of safe moped driving, about your responsibilities as a moped rider, and basic riding skills.

    How many lessons you need at this step will depend on your personal requirements. You should consider taking a theory course at a driving school. It is important that you reach the goals for this step.

    Mandatory practical training

    A 4-hour course in basic vehicle control. In this course you will learn

    • how to prepare yourself and your moped for riding
    • how to start and stop
    • how to change gears, steer and brake
    • how to carry out a safety check

    Mandatory end-of-step assessment

    At the end of the step there is a mandatory end-of-step assessment. Here you will be asked to assess your own performance, and whether you have achieved the goals for the step. You will also need to consider whether you have a sufficient basis for further training. 

    Your driving instructor will also give you feedback and a recommendation as to whether you have the necessary competence to benefit from the next step of training.  Or whether you need to continue training at the same step to get to the right level. 

  3. At this step you will learn to ride independently and safely in varied traffic.

    You will learn about the traffic system, different road-user groups and conflicts of interest, the road and the road environment, and best practices for moped riding. 

    How many lessons you need at this step will depend on your personal requirements. It is important that you reach the goals for this step.

    Mandatory practical training

    The safety course in traffic is a 6-hour course. You will learn

    • to look out and be aware of your surroundings
    • the correct way to ride in different traffic environments
    • how to adapt to local traffic conditions

    Mandatory end-of-step assessment

    At the end of the step there is a mandatory end-of-step assessment. Here you will be asked to assess your own performance, and whether you have achieved the goals for the step. You will also need to consider whether you have a sufficient basis for further training. 

    Your driving instructor will also give you feedback and a recommendation as to whether you have the necessary competence to benefit from the next step of training.  Or whether you need to continue training at the same step to get to the right level. 

  4. You are about to complete your training. Before you can take the theory test you must have applied for a driving licence. Consider applying now.

    At this step you will develop your skills to a level where you can ride responsibly and interact well with other road users. How many lessons you need at this step will depend on your individual requirements.

    Practical training

    The mandatory safety course on the road is a 4-hour course. Here you will practise skills such as

    • crossing, entering and exiting major roads
    • driving on country roads
    • driving in different traffic environments
    • reflecting on your own experiences and assessing your own moped driving skills.

    Do you already hold a driving licence for tractors?

    If you hold a driving entitlement for tractors, you are also entitled to drive three- and four-wheeled mopeds in Norway. Your driving entitlement will then be limited to vehicles with an unladen weight not exceeding 150 kg. (For electrically powered vehicles, the weight of the batteries is not included). When you turn 18, the weight restriction no longer applies.

    Extending your licence from tractors to three- and four-wheeled mopeds

    If you take the safety course on the road for three- and four-wheeled mopeds, you may obtain a driving entitlement for three- and four-wheeled mopeds without a weight restriction already at the age of 16.

  5. You take the theory test at a Driver and Vehicle Licensing Office. You must book an appointment for this. You need to apply for a driving licence first.

    The theory test is the final test in in this category. Before you take the test, you must have completed all mandatory training and it must be registered. In addition, your conduct must have been approved by the police, and you must have passed the age of 16.     You need to book the theory test in advance. When you present yourself for the test, you will have to show valid proof of identity and pay the fee for the theory test. You take the theory test on a computer in our test room, and you will receive your test result immediately after having completed the test.

    Assisted theory test

    You may apply for an assisted theory test if you have difficulties reading and understanding the questions. Such tests are carried out with an examiner present in order to help you understand what is written in the questions.
