You can submit the Notification of Sale online, or hand in or send it to us on paper.

If you use the Notification of Sale on paper, both seller and buyer must identify themselves. Either by using the online solution on your side, or by showing your ID at a Driver and Vehicle Licensing Office.

Book an appointment to avoid waiting time if you want to show your ID at a Driver and Vehicle Licensing Office.

The date of effect of the registration transfer will be the day the Notification of Sale is confirmed by all parties (seller, buyer and any co-owners).

As a Notification of Sale, you can use the Notification of Sale form (PDF), or if you have a Notification of Sale form as part of Part 2 of your Vehicle Registration Certificate (VRC), you can use this form. The seller is responsible for submitting the Notification of Sale. 

How to do it 

  1. Check each other's proof of identity. The buyer ought to verify that it is the seller that is registered in the VRC as the owner of the vehicle.
  2. Fill in the Notification of Sale together.
  3. The seller hands in or mails the Notification of Sale to a Driver and Vehicle Licensing Office within three days. When handing in the form in person, the seller must present proof of identity at the Driver and Vehicle Licensing Office. If the Notification of Sale is sent by post, the seller will receive an SMS to confirm the Notification of Sale on Your Page.
  4. The buyer will receive an SMS to confirm the Notification of Sale on Your Page once the seller has handed it in. Alternatively, the buyer can visit a Driver and Vehicle Licensing Office, sign the Notification of Sale and present proof of identity.
  5. If only of the parties meet at the Driver and Vehicle Licensing Office, and the other party does not wish to confirm the Notification of Sale on Your Page, the party handing in the Notification of Sale at the Driver and Vehicle and Licensing Office, can bring an authorization and proof of identity for the other party.

The following fields must not be crossed out: signature, licence plate number, brand/make, chassis number/VIN, both owners’ names, address, Norwegian national ID number/D number/organisation number and date. If any of these fields are crossed out, the Notification of Sale will not be approved.

If the vehicle has or is going to have more than one owner, the field for co-owner must be filled in. Remember that the co-owner also needs to sign the Notification of Sale and provide proof of identity.

Part 1 of the VRC may be left in the vehicle and should be destroyed when you receive your new VRC.

Remember insurance

As the buyer you must take out insurance on the vehicle from the date of effect. The date of effect is the day when the Notification of Sale is registered in our system by our staff at the Driver and Vehicle Licensing Office (trafikkstasjon). If you have not taken out insurance within three days of the date of effect, you will be required to pay an omission fine for each day the vehicle is uninsured. If you choose to submit the Notification of Sale online, the date of effect will be the day when the Notification of Sale is confirmed by all parties.

Transfer of registration

The vehicle may not be used before the transfer of registration has been completed and the buyer has downloaded and printed a temporary Vehicle Registration Certificate (VRC). Check this list to see what you as the buyer need to do to have the registration transfer completed. The buyer is responsible for paying the registration transfer fee. 

It is safe and easy to pay the registration transfer fee online on Your Page. Once you have paid, you can download and print out a temporary VRC and start using your vehicle right away.

Once the Notification of Sale has been handed in at the Driver and Vehicle Licensing Office, they buyer may alternatively get payment information (KID/Customer Identification Number, account number and amount) for payment in a bank/through internet banking. It will then take 2-3 working days before your payment is registered, and you can download or print out a temporary VRC from Your Page.

You will receive a new VRC by post within four to seven working days after payment of the registration transfer fee has been registered.

Have you bought a vehicle without number plates?

In order to start using the vehicle, you must order number plates for the vehicle and the registration transfer for the vehicle must be completed.

Number plates that have been handed in to a Driver and Vehicle Licensing Office, will generally have been shredded. You can order new number plates and have them delivered to you by mail if you register your vehicle on Your Page at vegvesen.no. You may also choose to have number plates delivered to a Driver and Vehicle Licensing Office. In this case you can pick up the number plates without registering your vehicle.
