One of the major advances in the collaboration has been the establishment of a memorandum of understanding (MoU) that key stakeholders in the region are given the opportunity to sign:

Those who sign commit to actively work towards further development of the collaboration where there is a need and an opportunity to do so.

At the same time, each signature underscores the importance of this work.
