In order to be issued with a driver card, you need to have a valid driving licence and a Norwegian national ID number.

You must also be registered as a resident in Norway in order to be issued with a driver card.

You can apply for a driver card yourself on Your Page if you have a Norwegian driving licence and a Norwegian national ID number. 

The application will be processed within 72 hours, and you can check the status of your application on Your Page. If your application is approved, the card will be produced and posted within three to five days. Thus it may take up to two weeks from the order is placed before you receive the driver card by post.

A new driver card costs NOK 280 when you apply for it on Your Page. The card is valid for five years, it is personal and must not be lent to others.

In these cases you need to apply at a Driver and Vehicle Licensing Office

You need to apply at a Driver and Vehicle Licensing Office (trafikkstasjon) if

  • you need to change your driver card due to administrative changes.
  • you have a driver card that is lost or defective and need a replacement card.
  • you have a foreign driver card that is still valid. You may then apply for renewal or change of your foreign driver card. Read more here: Exchange of foreign driver cards
  • you are not registered as a resident in Norway. You may then only apply for a temporary driver card if you meet the criteria. Read more about temporary driver cards further down on this page.
  • have a foreign driving licence that is valid for driving in Norway. You may then apply for an ordinary driver card as long as you have a Norwegian national ID number, are a resident in Norway and do not have a valid foreign driver card.

If you have a foreign driving licence that is not valid for driving in Norway, you must first exchange your driving licence for a Norwegian driving licence, before you can apply for a driver card. Read more about the exchange of driving licences here: Driving licences in Norway and abroad

It costs NOK 310 to apply for a driver card at a Driver and Vehicle Licensing Office. You need to book an appointment before you go to a Driver and Vehicle Licensing Office. 

Temporary driver card 

In exceptional cases, a temporary driver card may be issued to a person who is NOT registered as resident in an EU/EEA country or a country that is party to the AETR agreement:

Albania, Andorra, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Monaco, Montenegro, North Macedonia, Russia, San Marino, Serbia, United Kingdom, Switzerland, Tajikistan, Turkmenistan, Turkey, Ukraine* and Uzbekistan.

Temporary driver cards are valid for up to 6 months and may be issued to people with a D-number or a Norwegian national ID number. Temporary driver cards cannot be renewed, replaced or changed. As a general rule, a temporary driver card may be issued only once.

You need to visit a Driver and Vehicle Licensing Office to apply for a temporary driver card. Documentation of employment is required, in the form of an employment contract with an enterprise established in Norway, covering as a minimum the period for which you are applying for a card. You also need to have a driving licence that is valid for driving in Norway. Bring your employment contract and driving licence when you visit the Driver and Vehicle Licensing Office. You need to book an appointment before you go to a Driver and Vehicle Licensing Office.

If you are resident in a country that is party to the AETR agreement or in an EU/EEA country, you must apply in the country you are resident in.

* Temporary exception: If you are from Ukraine, you may be issued a temporary driver card as long as Ukrainians are under collective protection for Norway.

How to use your driver card

Anyone who carries out transport services that are subject to drivers' hours regulations, and who operates a vehicle equipped with a digital tachograph, must hold a driver card. It is not sufficient that you have applied for a card.  This also applies if you are a substitute driver and only drive sporadically.

A driver card is a smart card used in the tachograph. Driving is automatically registered when you drive. When you stop, you need to select an option - whether to do other work, take a break, or start a rest period.

It is also possible to take printouts from the tachograph showing your driving hours and rest periods. It is your employer who is responsible for downloading data from the driver card. This must be done at least once a month. 

How to renew your driver card

Six months before its date of expiry, you may renew your driver card on Your Page. Your new driver card will then be valid from the day after the date when the previous card expires. Do not insert the new driver card in the tachograph before its start date. You need to use your old card until the expiry date, even if you have already received the new card.

If you wish to renew your driver card, you must submit an application for renewal no later than 15 business days before the card’s expiry date, cf. Normally it may take up to two weeks from you order a new driver card before you receive it.
