Tips for buyers

Before deciding to buy a vehicle, we recommend that you check the following issues:

Purchase agreement

We recommend that you and the seller sign a purchase agreement (Norwegian Consumer Council). Check the seller’s proof of identity in order to verify that it is the seller’s name that is registered as the owner of the vehicle in the Vehicle Registration Certificate (VRC).

Confirming the Notification of Sale

The seller is responsible for filling in and submitting the Notification of Sale (Notification of Change of Ownership). You will receive an SMS when you should log in to Your Page and confirm the Notification of Sale. Once you have confirmed the Notification of Sale, ownership has been transferred and a confirmation will be sent to your digital postbox.

Insurance

Remember to take out insurance on the vehicle from the date of effect. The date of effect is the day when the Notification of Sale is confirmed by all parties (buyer and any co-owners). If you have not taken out insurance within three days of the date of effect, you will be required to pay an omission fine for each day the vehicle is uninsured (tff.no)

Registration transfer fee

You must complete the registration transfer before you can use the vehicle. It is the buyer who is responsible for paying the registration transfer fee, and it is easy to do this on Your Page. Note that the motor insurance tax/liability insurance tax (previously the annual motor vehicle tax) will be included when you pay the insurance.

Check registration status for the vehicle

It is a good idea to check the registration status of the vehicle before you start using it. The vehicle may have been deregistered even if it has number plates on.

If you have bought a deregistered vehicle, you must remember to register the vehicle before you start using it. You can log in and do this yourself on Your Page once the vehicle has valid insurance and all other conditions for registration are met.

While the vehicle remains deregistered, you will not receive notifications about mandatory roadworthiness tests. If the deadline for passing a mandatory roadworthiness test expires during the period when the vehicle remains deregistered, it must be tested and approved for roadworthiness before you can re-register it.

Purchase agreement

We recommend that you sign a purchase agreement (Norwegian Consumer Council) before you start filling in the Notification of Sale.

Submitting the Notification of Sale

You always need to submit a Notification of Sale when you sell a vehicle.  It is easy to submit the Notification of Sale online, and we recommend that you and the buyer do this together.

It is your responsibility as the seller to fill in the Notification of Sale and send it to the buyer.  Remember to check the buyer’s proof of identity before you submit the Notification of Sale. The buyer may then log in and confirm the Notification of Sale. You will receive an SMS when the Notification of Sale has been confirmed, and the registration transfer has been completed.  

Remove personalised number plates

If you have personalised number plates, remember to remove the link to the personalised number plate before selling your vehicle.

Remove the AutoPASS tag

Before you hand over the vehicle you must remember to remove the AutoPASS tag from your vehicle, and cancel your AutoPASS contract for this vehicle. 

Remove your car from parking apps

Remember to remove your car from all the parking apps you have installed. This is important to avoid being invoiced for parking at parking facilities with automatic number plate recognition.

Your insurance will be cancelled automatically from the day before the date of effect. The date of effect is the day when the Notification of Sale is confirmed by all parties (buyer and any co-owners). You are responsible for seeing to it that the vehicle is insured up to and including the day before the date of effect.
