In order to be issued with a driver card, you need to have a valid driving licence and a Norwegian national ID number.

You must also be registered as a resident in Norway in order to be issued with a driver card.

You can apply for a driver card yourself on Your Page if you have a Norwegian driving licence and a Norwegian national ID number. If you have a foreign driving licence you need to apply at a Driver and Vehicle Licensing Office (trafikkstasjon). If you have a D-number or are not registered as a resident in Norway, you can apply for a temporary driver card.

The application will be processed within 72 hours, and you can check the status of your application on Your Page. If your application is approved, the card will be produced and posted within three to five days. Thus it may take up to two weeks from the order is placed before you receive the driver card by post.

A new driver card costs NOK 280 when you apply for it on Your Page. The card is valid for five years, it is personal and must not be lent to others.

Temporary driver card 

In exceptional cases, a temporary driver card may be issued for up to 6 months to persons who do not meet the criteria for receiving an ordinary driver card. This card cannot be renewed, replaced, or changed. An application for a temporary card must be handed in at a Driver and Vehicle Licensing Office. Documentation of employment in the form of a fixed-term employment contract is required.

If you need a driver card for more than 6 months, you need to obtain a Norwegian national identity number and be registered as resident before you can apply for an ordinary driver card.

How to use your driver card

Anyone who carries out transport services that are subject to drivers' hours regulations, and who operates a vehicle equipped with a digital tachograph, must hold a driver card. It is not sufficient that you have applied for a card.  This also applies if you are a substitute driver and only drive sporadically.

A driver card is a smart card used in the tachograph. Driving is automatically registered when you drive. When you stop, you need to select an option - whether to do other work, take a break, or start a rest period.

It is also possible to take printouts from the tachograph showing your driving hours and rest periods. It is your employer who is responsible for downloading data from the driver card. This must be done at least once a month. 

How to renew your driver card

Six months before its date of expiry, you may renew your driver card on Your Page. Your new driver card will then be valid from the day after the date when the previous card expires. Do not insert the new driver card in the tachograph before its start date. You need to use your old card until the expiry date, even if you have already received the new card.

If you wish to renew your driver card, you must submit an application for renewal no later than 15 business days before the card’s expiry date, cf. Article 28 on renewal of driver cards, of Regulation (EU) No 165/2014 on tachographs in road transport (europa.eu, PDF). Normally it may take up to two weeks from you order a new driver card before you receive it.

Apply for a driver card at a Driver and Vehicle Licensing Office

If you are unable to or do not want to use the online facility to apply for a driver card (first-time orders and renewals only), you can fill in an application form on paper and book an appointment at a Driver and Vehicle Licensing Office to apply for a driver card. It costs NOK 310 to apply for a driver card at a Driver and Vehicle Licensing Office.
