Apply for a driving licence
You must apply for a driving licence to obtain it for the first time, or when you are upgrading it to include a new category. You can apply via Your Page.
When should you apply?
You can apply at any time during the training programme. You must have applied for a driving licence before you can book an appointment for the theory test.
If you are getting your driving licence for the first time, you should apply well in advance. The application will trigger a police check of your conduct history, which must be completed before you can book your practical driving test. For driving licence categories that do not require a practical test, your conduct history must be approved before you can book the theory test.
Conduct history check when you apply for a driving licence for the first time
A conduct history check means that the police will check whether you have committed any violations of the law that may affect your eligibility for a driving licence. The checking process begins when you apply and usually takes 2–4 weeks.
How long is your approved conduct history valid? An approved conduct history is valid for 6 months. It will automatically be sent for a new check every four months. If you take more than 18 months to obtain your driving licence after you applied, you need to contact us to have a new conduct history check carried out.
If you apply before you are old enough. We will put off sending your application to the police for a conduct history check until 4 months before you are old enough to obtain a driving licence in the relevant category.
If your conduct history was not approved. If you have new information that may have an impact on your conduct history, we can order a new conduct history check. In this case, you need to contact us.
Do you need to submit a health certificate or an eyesight certificate?
When you apply for a driving licence, you will be informed if you need to submit a health certificate or an eyesight certificate. If you do, you will need to book an appointment with a doctor, an optometrist, or an ophthalmologist (eye specialist) yourself.
If you do not want to apply online
You can choose to apply for a driving licence using a physical application form. Send it to your local Driver and Vehicle Licensing Office by post or deliver it in person. You need to book an appointment before you go to a Driver and Vehicle Licensing Office.
Response to your application
You will receive a response on Your Page and a notification via email and SMS. If you do not have a digital postbox, we will send the confirmation letter to your address in the National Population Register.

You must have normal residence in Norway
To obtain a driving licence, you must be registered in the National Population Register as a resident in Norway. If you have reported yourself as moved from Norway or if you have a D-number, you will normally not be able to obtain a driving licence. If you still believe that you have normal residence in Norway, for example because you are studying in another EEA country, you need to document this.
